Results Based Accountability™ is the brainchild of Mark Friedman. In 1996 Mark established The Fiscal Policy Studies Institute (FPSI) to assist communities, cities, counties, states and nations working to measurably improve the well-being of their citizens. My RBA Ready Reference is a wonderful little resource developed by Phyllis Rozansky. It's a four-side card that folds to the size of a standard business card. It contains the 7 Population Accountability and 7 Performance Accountability questions and the three performance measurement categories with examples and some clever pneumonics.
