Results Based Accountability™ is the brainchild of Mark Friedman. In 1996 Mark established The Fiscal Policy Studies Institute (FPSI) to assist communities, cities, counties, states and nations working to measurably improve the well-being of their citizens. Since then FPSI has worked with state and local partners, from the public and private sectors, in over 40 states and countries around the world.

My RBA Ready Reference is a wonderful little resource developed by Phyllis Rozansky. It's a four-side card that folds to the size of a standard business card. It contains the 7 Population Accountability and 7 Performance Accountability questions and the three performance measurement categories with examples and some clever pneumonics.
